PDS:
Who are We?



People's Development Services (PDS) is a local community based organization that has been serving immigrant communities since the 1990’s. PDS envisions healthy, inclusive, and prosperous communities where everyone has their needs met.


PDS empowers clients with comprehensive social services and behavioral health for those who come through our doors. PDS has a strong partnership with communities, religious institutions, and both local and state entities.

Shamsudin Hassan Office Manager:

Shamsudin has worked the Oromo and other Ethiopian ethnic groups in Minnesota since 1999. Mr. Hassan speaks several languages that include Oromo, Amharic, Somali and English.

He has held various positions in the public-school system as teacher aid, cultural liaison, student dean and recruiter.

Mr. Hassan is a trained Medical and Mental Health Interpreter for the Ethiopian population over the past ten years.

Seare Shibeshi

He is an experienced clinical social worker working in a multicultural mental health setting, multilingual, with excellent communication, analytical and organizational skills.

He has worked for various organization including mental health services, shelter care, home-care and human rights organization. Seare approach is to get to know clients and family members before conducting any clinical bio-psychosocial or diagnostic assessments. Currently, Seare provides counseling to adults and families with various needs.

Sear’s treatment approaches takes into account the social condition of a immigrants who has lost or given up their entire social world to create a new life in a foreign land. Sear’s approach is to not only map a survival plan for new immigrants to obtain basic human needs (food, shelter) but also help the them cope with the inevitable family distress generated by the of opportunities and resources in their new home.
